Teniendo en cuenta que el accionante optó por presentar la acción de tutela ante el mencionado Tribunal Administrativo, considera la Corte que es este despacho judicial quien a prevención, debe conocerla.

En consecuencia, se ordena remitir el expediente a esa Corporación para que de manera inmediata tramite y decida de fondo el amparo presentado.

  1. Primero. DEJAR SIN EFECTO el auto del 11 de marzo de 2016 del Tribunal Administrativo de Bolívar de la acción de tutela de Wilfran Icidro Manga Torres en contra de la Policía Nacional.
  2. Segundo. REMITIR el expediente ICC-2422 al Tribunal Administrativo de Bolívar, para que de manera inmediata tramite y decida de fondo el amparo presentado.
  3. Tercero. Por la Secretaría General de la Corte Constitucional, COMUNICAR al Tribunal Superior del Distrito Judicial de Mocoa, la decisión adoptada en esta providencia.
